Lieut. Charles Ludlow, of the U.S. Navy, has resigned the rank he has been fifteen years attaining, in consequence of the promotion of Lieut. Morris, a junior officer. Whilst we regret of a valuable and intelligent officer, we cannot but feel indignant at the favouritism and injustice of a cabinet, which knows not how to estimate the feelings of an honourable mind.
