The source (follow the link) just says :
19 February 1855 4 April 1856 Commander-in-chief, the Baltic during the Russian War (flag in Duke of Wellington)

So, no I can't confirm it from that, sorry!

Hello I am an editor on wikipedia in their military history project this officer was commanding the Baltic Fleet on 27 June 1855 as reported in the Melbourne Argus newspaper where it gives a complete fleet list I have added that list to the article on wikipedia Baltic Fleet (United Kingdom) with citations can you confirm his appointment was C-in-C, Baltic Fleet or C-in-C, Baltic Sea.
