I assume it means that he was discharged from his position as his post as a lieutenant was being superceded. i.e. someone else had been commissioned to it.

Looking at Lieutenant George William Bourn, served at Battle of Trafalgar on HMS Africa from St Laurence-in-Thanet, Kent.

I don't understand the term on the the date 9/9/1809 < Discharged, superseded >
